John F. Penney, PE, President
John has over 30 years of experience in the field of engineering. In 1983, he began a private practice that has continued to grow and expand in all areas of HVAC, plumbing and fire protection engineering and design. In 2001, he joined the emerging field of commissioning. John's experience includes design and commissioning on hospitals, municipal buildings, military facilities, secondary schools, colleges and universities, senior housing facilities, and affordable housing projects. In the past few years, John has worked on many Leadership in Energy and Environmental Design (LEED) certified projects.
John has shared his knowledge of the engineering field as an Adjunct Instructor at Vermont Technical College, and through presentations at the Northeast Building Facilities & Management Show, Independent Schools of Northern New England, Keene State College Architecture Department, and the National Conference on Building Commissioning.
John is a registered Professional Engineer in VT, NH, MA and ME, as well as a Certified Building Commissioning Professional (CBCP), Existing Building Commissioning Professional (EBCP), and a Certified Energy Manager (CEM). John previously served as the President of the Northeast Chapter of the Building Commissioning Association and remains as an active member of the Northeast Chapter and as a member of the Board of Directors for the International Building Commissioning Association.

Philip Marks, Mechanical Engineering Associate
Philip joined the firm in 2018 after graduating from Vermont Technical College with a B.S. Architectural Engineering Technology. Philip has a wide range of technical skills related to design and evaluation of infrastructure including Carrier’s Hourly Analysis Program (HAP), AutoCAD, Microsoft Office, SketchUp, Adobe Photoshop. He has been involved in the design of projects ranging from Schools, Hospitals, Office Buildings, Water and Wastewater Treatment Plants, Religious buildings, Housing Complexes, and Municipalities throughout New Hampshire and Vermont.

Jessie DeRosia, Project Administration
Jessie joined the firm in 2015. She is responsible for proposal development, accounting, and office management. Jessie assists with the documentation and formatting of commissioning and engineering reports. She has experience in bookkeeping, retail sales, marketing and website development. Jessie is experienced in Microsoft Office products and website management.
Education: Philadelphia University and Community College of Vermont.
